Carlsbad updates fossil protection rules
City staff seek public comment on revised guidelines for cultural and archaeological sites ahead of a Council vote.

Carlsbad officials are seeking public input on new rules for protecting fossils and Native American cultural sites during development. The Historic Preservation Commission will review the proposed changes at a 6 p.m. meeting on Monday, Nov. 9.
The guidelines dictate how developers identify and safeguard specific resources. City staff stated the revisions address new legal mandates and update protection practices. The proposal also clarifies steps in the environmental review process.
The city consulted local tribal representatives, archaeologists, historians, paleontologists, and staff to shape the document. Carlsbad last changed these rules in 2017. That update followed City Council adoption of Policy No. 83, which strengthened tribal consultation and cultural resource protection.
Residents may speak at the Monday meeting or submit written comments in advance. Email comments to Senior Planner Kyle Van Leeuwen at kyle.vanleeuwen@carlsbadca.gov by 4 p.m. Monday. Mailed comments should go to Van Leeuwen at the Faraday Administration Center, 1635 Faraday Ave., Carlsbad, CA 92008.
City staff plan to bring the proposal to the Planning Commission later this month. They will use feedback from the public and both commissions to draft a final version. That final draft is set for City Council consideration in early 2027.
