Byron Donalds released a detailed policy roadmap this week following his victory in the Florida gubernatorial race.

The candidate, who is set to succeed Ron DeSantis in January, identified 11 primary issues for his administration. The next legislative session will begin shortly after his inauguration, providing the immediate timeline for these legislative proposals.

Affordability is the first priority on the list. Donalds proposes protecting homeowners by stopping lawsuit abuse that raises insurance rates. He plans to reform the My Safe Florida Home program to fund storm-hardening upgrades. Additionally, he wants to keep Citizens Insurance small to prevent surprise hurricane tax bills for drivers and homeowners after major storms.

Healthcare reforms focus on price transparency. The plan requires doctors and hospitals to post guaranteed cash prices for the 50 most common medical tests. Patients paying cash would receive the same discounted rates given to large insurance companies. Insurance companies would have three days to approve common treatments instead of delaying care with paperwork.

Economic policies aim to streamline government processes. Donalds proposes a public shot clock for permits to force local offices to approve projects on time. He also plans to keep the state personal income tax at zero while ensuring Tallahassee balances its books annually. A specialized business court would handle complex commercial lawsuits to keep them out of neighborhood courtrooms.

Education initiatives include training teachers in phonics and reading science. The plan calls for free state-funded tutoring for third graders struggling with reading. High schools would connect with local businesses to offer paid apprenticeships in construction and manufacturing. Every student would receive a personalized success plan by sixth grade, with pathways for college, trade, or military service.

Infrastructure and environment goals include hardening the power grid against Category 4 and 5 hurricanes. Donalds wants to finish planned reservoir projects to restore the Everglades. He also proposes moving NASA headquarters and the Space Force Academy to the Space Coast to keep aerospace operations in Florida.

Law and order measures target illegal immigration and fentanyl. The plan requires every Florida business to use the E-Verify system. State and local police would coordinate with federal authorities to deport noncitizens who commit crimes. Finally, the administration plans annual independent audits across all levels of government to track spending and save taxpayer money.
