Democrats Defeat Trump's Redistricting Strategy in Texas, California, and Florida
Midterm results show that new electoral maps failed to flip key congressional districts, with Democrats winning or holding seats in all three states targeted by Republican leadership.

Five additional seats were the target for the Republican Party in the U.S. House of Representatives following a 2025 redistricting plan in Texas. President Donald Trump selected the state to launch his strategy for maintaining House control, relying on a new map approved by the Republican-majority state legislature. The effort aimed to secure up to five extra seats for the party, but midterm election results demonstrated that the plan did not achieve its goal in the targeted districts.
In Texas, Democrats held all four of the five newly drawn seats where Republicans sought to take power. Leticia Gutiérrez defeated Republican Alex Mealer in District 9, which includes parts of Houston. In District 28, covering southern Texas and Laredo, incumbent Henry Cuellar was reelected against Tano Tijerina. Vicente González kept his seat in District 34, a region including McAllen in the Rio Grande Valley, by defeating Eric Flores. Johnny García also retained his position in District 35, a San Antonio corridor seat, after beating Carlos De La Cruz.
The only Republican victory among the five redrawn Texas districts occurred in District 32, which covers parts of the Dallas metropolitan area. Jace Yarbrough won that seat against Democrat Dan Barrios. The failure to flip the other four seats marked a distinct setback for the national strategy that originated in the Lone Star State.
California voters approved Proposition 50 in November 2025, allowing the redrawing of five districts to favor Democratic candidates. Democrats captured all five seats they targeted under the new map. Mike McGuire won in rural District 1, defeating James Gallagher. In District 6, which includes Sacramento, Richard Pan defeated former Republican Kevin Kiley, who ran as an independent.
Randy Villegas defeated incumbent David Valadao in agricultural District 22, a seat previously held by conservatives but with a large Latino population. Linda Sánchez won in District 41, spanning parts of Los Angeles and Orange counties, against Mitch Clemmons. Marni von Wilpert defeated Jim Desmond in District 48, covering parts of San Diego and Riverside counties. That seat was previously held by Darrell Issa, who did not seek reelection after the new maps were approved.
Florida Governor Ron DeSantis pushed for a new map that favored Republicans in four districts. Democrats secured three projected victories and maintained a narrow lead in the fourth race as of the latest reporting. In District 9, which includes Kissimmee and other Central Florida areas, Darren Soto held a slight lead over Dan Green, though the race had not yet been called.
Kathy Castor won reelection in Tampa-based District 14 against Mike Beltran. Pia Dandiya defeated Casey Askar in District 22, which includes parts of Palm Beach County and other southern Florida areas. Jared Moskowitz was reelected in coastal District 25, defeating Scott Singer. The outcomes in these three states revealed that the presidential strategy did not account for voter preferences, which resulted in Republicans losing the majority of the contested seats.
