OpenAI has finalized a series of agreements with entities in Abu Dhabi, covering energy, government operations, and investment analysis. The deals were announced on Monday by the Abu Dhabi Media Office.

These arrangements occur as the artificial intelligence lab seeks to secure capital from regional investors. OpenAI is currently pursuing a new funding round valued at $20 billion. The company previously raised $122 billion in March. MGX, an Abu Dhabi-based investment firm, co-led that earlier raise and also co-led Anthropic's $30 billion capital increase in February.

CEO Sam Altman met with Khaled bin Mohamed bin Zayed Al Nahyan, the crown prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, during the negotiations. Altman stated that Abu Dhabi and the UAE are setting a global standard for AI integration. He noted that the partnership is anchored in a shared commitment to safety, accessibility, and responsible innovation.

The Abu Dhabi National Oil Company, known as ADNOC, and G42 signed an agreement to deploy OpenAI's frontier technology. In the investment sector, sovereign investor Mubadala, Inception42, and OpenAI agreed to apply advanced AI capabilities to investment analysis.

The Abu Dhabi Government launched an initiative with OpenAI to translate government policies and regulations into machine-readable formats. Additionally, Inception42 and OpenAI signed a five-year agreement to enable the adoption of frontier AI across government, enterprise, and education sectors.

The Middle East has become a major hub for AI development in recent years. U.S. technology companies have signed deals to build large data centers in the region. However, ongoing conflict has tested the appeal of the area for new projects. OpenAI and Anthropic have both turned to Middle East investors as they look for larger pools of capital to fund their growth.
